Since all matter has a positive gravitational pull on each other, anti-matter has a negative effect. If we can isolate enough anti-matter, and point it at the moon, it will push the moon back into a higher orbit. Careful control of the amount of anti-matter will allow us to regulate the orbit of the moon. This will require new facilities around the equator to house the anti-matter within containment chambers. If any of the chambers fail, the Earth will be destroyed. But apart from that, I foresee no problems.
